Possible causes for the Per-Pupil Test Error Flag:

  1. The number of students in colF (Q4 OSSE payment) doesn't match those in colJ (Q4 school expectations).
  2. The number of students manually entered into PPF!ColsC-F are not faithful representations of what was provided by OSSE
  3. The journal entries in the accounting system don't match those on the FRT!PPF tab. This is the most common source of the error.
  4. OSSE changed the per-pupil rate, weightings, or rounding methodology.
  5. OSSE overpaid the school
  6. If you overwrite the references in ColD/E/F or ColH/I/J before those quarterly numbers are released, you may have to go back to the template and refresh those formulas with the originals. (Added 8/25/23)

  • Hope got paid a whole lot extra in Q1 (they closed a campus at the end of last year but OSSE didn't adjust)
  • They were owed negative money in Q2. Rather than clawing back funds (which I doubt they can do), OSSE just paid $0
  • OSSE showed the negative payment for Q2 in the Q3 receipt, when they should have reflected $0
  • Hope got paid $1.4M instead of the anticipated $0.9M in Q3.
